Unlocking Upfront Finance Through the LEAF Coalition

As the LEAF Coalition continues to scale its impact, one of the most significant milestones yet is just ahead: the rollout of advance payments to forest governments.

This new financing mechanism addresses a key barrier faced by many jurisdictions—limited access to upfront funding needed to begin implementing large-scale forest protection programs. Supported by the governments of the United Kingdom and Norway, along with ZOMA Lab, the advance payment facility provides early capital once a LEAF agreement is signed.

These funds are flexible and strategic. They enable governments to:

  • Engage Indigenous Peoples and Local Communities
  • Develop inclusive Benefit Sharing Plans
  • Strengthen legal and policy frameworks
  • Cover third-party verification costs
  • Build implementation teams

This initiative complements technical assistance already provided by partners like UN-REDD and JTAP (led by Conservation International, Climate, Law and Policy, Environmental Defense Fund, Wildlife Conservation Society and Winrock International’s Ecosystem Services Unit). Together, they support jurisdictions from early readiness through to the issuance of high-integrity emissions reductions.

As more forest governments join LEAF, the demand—and opportunity—for early-stage climate finance will only grow. By reducing upfront financial barriers, we aim to accelerate the delivery of real climate, community, and nature outcomes on the ground.
